Already answered in the OTHER thread you posted in. You need to add the forceallowcaveflyers setting, but as a server argument. The ingame checkbox on the settings page doesn't work, and adding it to the .ini files will not work. Right click ark in your game listing. Click on properties on the pop-up menu.
