I had to use device manager to uninstall the driver for the headset, then run oculus-driver.exe without unplugging/replugging the headset. Device setup then recognized it right away. It seems that Windows 10 was installing some sort of driver for the headset that was blocking the Oculus driver. I hope this helps someone else who is having issues!
